All area residents have equal access to KTV airtime. To help produce programs, studio and equipment access is available to KTV members who have completed our certification course. The municipalities freely provide 120 studio access hours to resident members each year on a first-come-first-served basis. In addition, equipment rental is freely available to KTV members through the North Mankato Taylor Libraries.

Cablecast Access

All programs submitted to KTV will be scheduled for cablecast as long as they comply with KTV content requirements. A program cablecast on KTV and/or produced with KTV studio access hours or equipment shall not contain any of the following:

1. Advertising material designed to promote the sale of commercial products or services.
2. Promotion by or on behalf of legally qualified candidates.
3. Soliciting of funds for any group, organization, or individual with the exception of KTV to raise funds for
operating revenues as needed.
4. Obscene, indecent, libelous, or slanderous material.
5. Lottery or lottery information.

In addition, programming submitted by any single access user will not exceed 10 hours per calendar month

To submit a prerecorded program, simply complete a Time Request Form and submit your media. You can submit your Time Request Form to the Access Coordinator at KTV Headquarters or via email at info@accessktv.org.

Equipment Rental

KTV members who have passed certification are able to freely rent video equipment and reserve a space for recording at the North Mankato Taylor Library. The library also provides KTV members free access to a computer with video editing software (iMovie), subject to availability.

NOTE: KTV video equipment may NOT be used for personal purposes, (i.e. videotaping weddings, graduations, etc.).

Studio Access

Only certified KTV members may apply for and use studio access hours.

Studio access includes:
• supervised access to a local production facility
• a basic multi-camera set-up (subject to equipment availability)
• a basic lighting set-up (subject to equipment availability)
• KTV staff member or intern assistance (subject to availability)

The municipalities have agreed to freely provide resident KTV members with 120 studio access hours each year on a first-come-first-served basis. When these studio access hours expire, studio access is available for rent at a rate of $300/hour*, subject to availability.

Multicam and/or live productions require larger production teams and more equipment. Discuss multicam and/or live productions with the Access Coordinator for custom production options.
